Merge conflicts have been resolved in commit d6b197d. The three conflicts in .github/CODEOWNERS were:

1. Authorization PRLabel — merged by keeping @vurhanau @microsoft/azure-mcp (removing @xiangyan99 per this PR's goal, and not re-adding @jongio which main had already removed)
2. Storage PRLabel — same approach: @alzimmermsft @microsoft/azure-mcp
3. Duplicate Authorization section — removed entirely (main had cleaned this up)
