docs(state): relocate the docs-site plan and spec to .codearbiter/ - #562

PR #554 landed its implementation plan and design spec under docs/superpowers/, a path named for an external agent scratch tree and outside this repo's conventions. Plans and specs belong in .codearbiter/plans/ and .codearbiter/specs/ alongside the other 35, so move them there and drop the date prefixes to match the slug-only naming those directories already use. The plan body also cited the external tool by name in two places; both now name this repo's own equivalents instead. Recurrence is handled outside the commit: the scratch path is ignored via the global excludes file rather than .gitignore, so the pattern cannot reintroduce into this repo the reference it exists to keep out.
